Conserving What Makes Franklin Special
Matt Brown has made it his mission to preserve the rural charm and natural beauty that define Franklin. As a lead advocate for the city’s first major Urban Growth Boundary reduction in over two decades, he fought to protect farmland, floodplains, and scenic corridors from unchecked sprawl. He co-authored the Village Green concept, which now requires 70% open space in qualifying developments—ensuring future growth leaves room for parks, trees, and breathing space. With more than 100 acres of open space preserved and funding for 200 acres of new parkland successfully secured under his leadership, Matt believes preservation isn’t about saying no to growth—it’s about saying yes to the right kind.

Smart Growth Backed by Real Infrastructure
Franklin’s growth must be matched by strong infrastructure and thoughtful planning. Matt Brown has led on both fronts. He introduced a new infrastructure development district (IDD) policy to prioritize high-quality, well-designed, and affordable growth—without sacrificing character. He’s supported improvements from sewer access and road safety to large-scale projects that help keep pace with demand. Matt was also one of the only Aldermen to vote against the massive Tap Root Farm development—because it was more, not better. For Matt, progress means forward-thinking solutions that protect the integrity of our city.

Backing Those Who Keep Us Safe
Matt Brown stands firmly with the men and women who serve and protect Franklin. When the city’s police officers needed help negotiating fair pay, they turned to Matt—and he delivered. He’s worked closely with the fire department to improve benefits, address safety concerns, and ensure our first responders have what they need to do their jobs well. Safety isn’t just a talking point for Matt—it’s a priority backed by action. He believes that when we support those who protect us, we make Franklin stronger and more resilient for everyone.
directions_bike Connectivity
Linking Neighborhoods. Enhancing Quality of Life.
Connectivity is about more than convenience—it’s about community. Under Matt Brown’s leadership, Franklin has added over 5 miles of new sidewalks and trails, including the Mack Hatcher Trail and the Highway 96 West multi-use path. He also used sidewalk gap funding to connect neighborhoods like Carlisle and Cornerstone, filling in missing links that make walking and biking safer and easier for families. Whether you’re headed to school, work, or your local park, Matt’s vision for a more walkable, bike-friendly Franklin is helping to create a healthier, better-connected city for all.

Protecting Your Tax Dollars with Proven Stewardship
Matt Brown believes that responsible leadership means being a good steward of taxpayer dollars. He has worked to ensure Franklin passes balanced, transparent budgets that reflect the city’s values without wasteful spending. Under his tenure, the city has continued to maintain its AAA bond rating—the highest possible—by making smart financial decisions that support long-term stability and growth. Whether it’s investing in infrastructure, public safety, or open space, Matt ensures every dollar spent delivers value to the people of Franklin.
